Why don't shitty genres like whiny pop-punk and poppy alt have the reputation that disco and hair metal have?

Probably had precisely the same treatment then as the ones you mention have now. All that is missing for their acceptance by the wider community is some time and the perception that new music is not the same as in the good old days.
