Where to stay in Puerto Rico!!?

I am so tired and confused about where to stay in Puerto Rico. I have looked all over San Juan. Every time I think I found a hotel. Someone complains about the airport noise which it seems most of the hotels are near the airport. Is San Juan a busy city like place? I am not picturing a tropical island like place. I also thought about going to Fajardo thinking this may be the more tropical place I am looking for. I do not want to rent a car and I want to be within walking distance to the beach and town. Any info would be great!
