My 4 year old is having bad temper problems and is really whiny?

Recently my toddler has been sporting a bad temper all the time and it seems when she does not get her way she either trys to annoy me constantly until i give in or she gets violent and does some pretty naughty stuff. like today for example she didn't get a popsicle so she went to the potty and took her toothpaste and rubbed it completely around the rim of the toilet and that's just one example of what she's been doing... It seems that she;s been sporting this attitude for a whole week. I know she's not sick so i'm guessing this is a stage that kids go through and if it is when will she grow out of it?
